The forecast says "30% chance of rain," and you decide the rain will probably miss you, leave the umbrella at home, and an hour later you're sprinting through a downpour in a t-shirt. The problem isn't that the forecast was wrong. The problem is that "30%" almost never means what we've all assumed it means.

An impressive amount of confusion has built up around the percent chance of precipitation in recent years — including viral social media videos that confidently explain the number completely incorrectly. It's worth sorting out once: after that, percentages in a forecast become far easier to read, and the "umbrella or no umbrella" decision stops being a coin flip.

What the Percentage Definitely Doesn't Mean

A few years ago, a claim spread across social media suggesting the percent chance of rain indicates what share of the territory will get rained on — that "30%" supposedly means rain is guaranteed, but will only hit a third of the city. Other myths exist too: that the percentage reflects rain intensity (10% means drizzle, 90% means a downpour), or its duration (30% means rain for a third of the day).

All three interpretations are oversimplifications that don't match how meteorologists actually calculate the figure.

Dmitry Kiktev, deputy director of Russia's Hydrometeorological Center, addressed the "territory" myth directly, calling it mistaken and explaining that the confusion usually stems from the word "in places" used in text forecasts.

The percentage also says nothing about rain intensity — even a probability of 10–15% doesn't rule out the possibility that, if rain does fall, it could be a genuine downpour rather than a drizzle.

What the Percentage Actually Means

The international standard used by most meteorological services, including the U.S. NOAA, defines "probability of precipitation" (PoP) as the chance that a measurable amount of precipitation — at least 0.25 mm per square meter, meaning even light drizzle counts — will fall at a specific location within a specified time window.

The figure is calculated using a formula: probability = forecaster's confidence × the share of the area expected to be covered by precipitation.

For example, if a meteorologist is 100% certain rain will fall, but expects it to affect only 30% of the forecast area, the resulting probability is 30%. If the forecaster is only 60% confident rain will happen at all, but expects it to cover the entire area if it does, the resulting probability comes out to the same number — 60%.

This leads to the key practical takeaway: the same number can conceal very different meteorological situations, and there's no way to tell which one you're looking at from the percentage alone.

Why Russia Sometimes Does It Differently

Unlike the classic PoP formula, some Russian weather services calculate the percentage exactly the way it's mistakenly attributed to everyone — as the share of territory where precipitation is expected at a given moment.

Yandex.Weather, for instance, openly describes its methodology this way: the figure represents the portion of the area where precipitation is forecast at the specified time, and it's only accurate for someone who stays in one place — if you're moving around the city, your actual chance of getting caught in the rain increases.

This means the same percentage can be calculated differently across different apps: in one, it follows the classic PoP formula of confidence times area; in another, it directly represents territorial coverage. The final numbers may look similar, but they're worth interpreting with an eye toward which service you're using.

How to Read Percentages in Practice

The general benchmark meteorologists use looks like this:

  • 0–10% — rain is unlikely; feel free to head out without a second thought.
  • 20–50% — a moderate chance: there's a real possibility, but it's not the dominant outcome; it's worth checking the forecast for the next few hours before heading out.
  • 60–100% — a high probability; an umbrella or raincoat is almost certainly justified that day.

A few practical points worth keeping in mind:

  • A low percentage isn't a guarantee of dry weather — if rain does fall, it can still be heavy; it's simply less likely to happen at all.
  • If you'll be in one place all day (at home, in the office), the percentage reads almost literally as your personal odds of getting rained on. If you're planning to move around the city throughout the day, your actual chance of hitting rain somewhere along your route is higher than the single figure for one location suggests.
  • A forecast covering a shorter time window and smaller area is generally more reliable than an averaged figure for the whole day across an entire region — if the app offers an hourly forecast, trust that over the general daily number.
  • Phrases like "in places" or "at times" in a text forecast are exactly where the "area" or "time" component hides: they mean precipitation will affect only part of the territory or only part of the period, and the percentage figure is already a summary estimate built from that.

The number alone doesn't replace common sense: if radar shows an approaching rain front while the forecast reads a modest 30%, it's worth trusting your own eyes and the hourly update more than the single figure headlining the forecast.
