The forecast says 82°F, but the thermometer outside your window reads 95°F. The first thought is that the meteorologists got it wrong. The correct thought is that your thermometer is measuring something entirely different.

This scenario repeats every summer: someone checks their home thermometer, compares it to the forecast, and concludes meteorologists are incompetent. In reality, both instruments work perfectly fine — they're just measuring different things. One measures air temperature. The other measures the temperature of everything around it: a wall, direct sunlight, a scorching windowsill.

The White Louvered Box: A Meteorologist's Main Instrument

Professional temperature measurement doesn't start with the thermometer — it starts with what the thermometer sits inside. Every weather station on Earth uses a psychrometric shelter: a white wooden box on legs, with double walls made of angled louvered slats.

In Russia, this structure is called a Selyaninov shelter, named after climatologist Georgy Selyaninov, who refined the design in the early 20th century.

The louvers are angled so air flows freely through the walls, while direct sunlight and precipitation can't get in. The box is painted white to minimize solar heating. The door always faces north, so opening it doesn't let direct light hit the thermometers inside.

Why Exactly Two Meters

The thermometer inside the shelter is positioned so its sensor sits exactly two meters above the ground. This is an international standard set by the World Meteorological Organization (WMO), mandatory for weather services worldwide.

Two meters isn't an arbitrary figure. Lower, and the surface's influence becomes too strong: over asphalt, air near the ground can run 10–15 degrees hotter than at head height. Higher, and you're above the surface layer where people actually live.

Two meters is the compromise that captures air temperature specifically, rather than the temperature of the ground, a roof, or concrete.

What Your Window Thermometer Actually Measures

An ordinary home thermometer on a balcony or window essentially violates every meteorological measurement rule at once.

  • Sunlight. If the thermometer hangs on the sunny side, it heats up under direct rays and reports the temperature of its own casing, not the surrounding air. The gap runs 5–10°C, and on a south-facing wall at noon, it can reach a full 15°C.
  • The building wall. Brick or concrete behind the thermometer is an excellent heat reservoir. A wall heated by the sun all day radiates that heat back out, warming the air around the instrument. A meteorological shelter sits in the middle of an open field, dozens of meters from any building.
  • Height. A thermometer on the first floor and one on the tenth floor show different readings. Near the surface, it's warmer (heated asphalt); higher up, it's cooler (wind). Meteorologists measure strictly at two meters.
  • Airflow. Inside the shelter, air flows freely through the louvers. Outside a window, it stagnates between the glass and the wall, creating a localized "greenhouse."

Automated Stations: Same Rules, Different Instrument

At modern weather stations, mercury thermometers are increasingly being replaced by electronic sensors — platinum resistance thermometers or thermistors. They're more precise, transmit data in real time, and don't require an observer to open the shelter and record readings by hand every three hours.

But the underlying principle stays the same: the sensor sits inside a protective screen with forced or natural ventilation, at a height of two meters, away from buildings and pavement. The discrepancy between an automated station's readings and a classic shelter's typically stays under 0.2 degrees.

Why a Car Thermometer Lies Even Worse

A car's temperature sensor is a separate source of confusion. It's usually mounted under the bumper or behind the radiator grille — just a few centimeters from scorching asphalt.

In summer, asphalt heats to 122–140°F, and the sensor ends up measuring a blend of air temperature and heat radiating off the road.

When your dashboard reads 108°F while the forecast says 86°F, that's not a forecast error. The car's sensor is honestly reporting the inferno right above the parking lot surface — which has nothing to do with air temperature in the meteorological sense.

Where a Weather Station Should Be Located

WMO requirements for weather station placement are strict. The site needs to be:

  • Open — no trees, buildings, or fences within several dozen meters.
  • On natural ground — grass mowed no taller than 20 cm, no asphalt or concrete.
  • Away from heat sources — ventilation shafts, parking lots, industrial facilities.
  • On level terrain — not in a hollow, not atop a hill.

In major cities, finding a spot like this is genuinely difficult. That's why urban weather stations are often located in parks, at airports, or on the outskirts. Which means the official temperature "for Moscow" might be measured at a location whose microclimate differs from your own courtyard by several degrees.

What "Temperature in the Shade" Actually Means

When a forecast reports 86°F, that refers to air temperature in the shade — precisely because the shelter protects the thermometer from direct sun. This isn't a separate measurement — it's the only correct one: "temperature in the sun" is a physically meaningless figure, since it depends on the color of whatever surface the light hits, and doesn't describe the air at all.

Black asphalt in the sun can heat to 140°F, a white bench nearby might reach 95°F, while the air above both is identical — 86°F. Meteorologists care specifically about the air.

Can You Measure Temperature Correctly at Home

Fully replicating meteorological conditions on a balcony isn't possible, but getting close is.

The thermometer should hang on the north side of the building, in shade, not touching the wall (mounted on a bracket with a 10–15 cm gap). Height should sit roughly at second-floor level (about two meters off the ground).

No direct sun, no contact with a heated wall, no "greenhouse pocket" between glass and frame.

Under these conditions, a home thermometer will show a reading close to the meteorological one — the gap shrinks to 1–2 degrees instead of the usual five to ten. For even more accuracy, an electronic sensor with a wired or wireless remote probe can be mounted further from the wall, in the shade.
